Bingham County Solid Waste Department

Welcome to the Solid Waste webpage. There are new and exciting things that are happening with the solid waste program in Bingham County.

In June 2000, the County began operating the Central Transfer Station in Moreland.  There are also two non-municipal landfills for the disposal of construction and demolition debris.  One is located in Aberdeen and the other is located near Firth known as the Rattlesnake Canyon Non-municipal site.

Recent changes in the solid waste rules have resulted in changes in how solid waste is handled in Bingham County.  Bingham County is still contracting its Municipal Solid Waste (MSW), i.e. household waste, to be hauled to a private landfill that meets all Federal and State standards.  The local Health Department regularly inspects this landfill and has reported that they have been in substantial compliance during all of their inspections.  Idaho Waste Systems, Inc. were awarded the contract because their price was less than or equal to all other options available at the time.

Bingham County has made changes to conform to the new solid waste rules.  The County manages the landfills that have accepted what has been traditionally called Construction and Demolition (C&D) debris.  The Environmental Protection Agency (EPA) and Division of Environmental Quality (DEQ) found that some of the items that have been allowed to be buried in C&D landfills created problems in some landfills. To reduce the risk in the future, they have changed what can be accepted in landfills without a lining (Subtitle "D" Regulations).  These would be called Tier I and Tier II categories of C&D debris.  The Rattlesnake and Aberdeen Landfills are identified as Tier I and Tier II landfills.
