Jury Duty is an essential element of our judicial system in America. Trial by a jury is provided as a constitutional right. Jury duty is one of the privileges and responsibilities of citienship in the United States.
The Uniform Jury Selection and Service Act prescribes the role of the clerk of the district court in the jury selection process. The clerk, or duly appointed deputy, is the member of teh jury selection commission, which selects prospective jurors. The jury commission has only one other member, a jury commmissioner appointed by the administrative judge. The jury commission must prepare a master list consistingof all voter registration lists for the county supplemented with names from other lists of eprsons living within the county. These other lists are designated by the Supreme Court, and might include lists of utility customers, property taxpayers, motor vehicle registrations, and drivers'licenses. Names or numbers of prospective jurors taken from this master list are placed into a master jury list. If the master list contains more than 1,000 names, the number placedin the master jury list be 1,000 plus one percent of the total numbers of names on the master list. In this case, the names to be placed in the master jury list are to be selected at random according to a method prescribed by law. The master jury list is to be emptied and refilled twice each year once in October and once in March.
